Redundancy.

If the steering wheel malfunctions, there's still the handlebars for backup.

My mountain bike is like a ghetto fabulous lowrider after the front forks bent in and I now have like an inch to a 1/2 and inch clearance for the pedals. but now it bottomed out and the wheel is pushed up against the frame so I had to use the scooter my Bro bought and used like 3 times, as I hasseld locals in my town

#1, The reason for the steering wheel is so they can still ride the bike even if they are handcuffed, same reason why they have the chain steering wheel in their ghetto lowriders.

I love these things, especially when they put handlebars AND the little chain steering wheels on them. And when they put the third wheel on them, but attach it sideways to the back fender like a continental kit. That's some funny stuff.
