There are some details that may not show up as well here; this is only about a 50% scale shot (original was 1600x1200 and I did all the work at that resolution, then scaled).

#2, Basically, create a new layer. Use the line tool (choose Bezier lines instead of regular lines) to outline a section. Create another layer below that layer, fill the section with the color of your choosing. Lather, rinse, repeat.

Oh, yeah.. if for any reason somebody wants the full-scale version, e-mail celwell@pegasus.cc.ucf.edu (unless Trooper elects to host it or something). Specify whether you want it with or without the original photo background.

#7, It's very slow going; practice on something small until you get a good feel for how to do it. Otherwise, it's pretty easy to get frustrated with how long it takes.

#19, Ok, cool, that's what I was hoping... but you're gonna have a LOT of cleaning up to do...oh, wait, those pictures were taken BEFORE the rust army invaded the People's Republic of DiRF's Capri. The army was only in it's preliminary stages.
