#2, I think it complies with all the EPA requirements, but I'm not sure. There was an article on it, but I can't seem to find it.

#2, It has lights, a horn, a license plate, and IIRC the exhaust system can be rerouted through a full exhaust with mufflers. Hence, street legal.
