I have noticed that really a lot of internally modded Supras have exhaust tips with that diameter, even when they are unricey and stock otherwisely. Do they maybe need that kind of exhaust?

#5, In theory, the exhaust should be the diameter of the 'hot' part of the turbo impeller for best flow.
