Those are probably just the wheels he slapped on after he bought it, the originals were most likely shot.

I've seen these on some early 90s Luminas, so I'm guessing they were optional on them.

#14, nah. I've seen them on ALOT of 90s cars. I think they were early versions of the cheapo hubcraps.

#15, yes. And even rims/wheels were made in this pattern.
most cheapo hubcaps are knockoffs of OEM wheel/hubcaps designs.

This would make an awesome jalopy. Just keep it the way it is body-wise (rust and all), and stick in a 283 with six Strombergs, early Hooker headers with Purple Hornies, a three-speed floor shift with an 8-ball for a knob, baby Moons with trim rings and blackwall tires, an early Chrysler rear end, and rear leaf shackles.
Oh yeah, and don't forget to strip the bumpers and hang a shrunken head from the mirror. >:)
