Busted by the DARE car too ... ouch.
My town's DARE car is an old early 90s Voyager ... it sucks. A cop said that van's seen 120 once, but I'm not sure I believe it.

#10, eh I dont know. All I know is that, they came to my elementary school in like '95 or '96 and had a 4th gen Camaro with a Supra wing and DARE in holographic letter and 3 spoke wheels.

DARE cars when I was in school were just regular cop cars with DARE logos. This whole "make it something interesting to hold the little shits' attention" thing is something fairly recent, it seems.
