Interestingly, all the raised parking platforms have since been removed from this parking lot.

#3, Drive in early, pay, park the car on the platform, get out, they raise it up and you leave. Other cars park underneath and your car is stuck there till later. I imagine you only use the platforms if you're planning to leave the car there all day or longer. They have monthly rates and stuff, too.
