This car failed its MOT because the rust holding up the bodywork was not sufficiently spread throughout the bottom of the car and chassis.

#4, If I weren't a Top Gear fan, I'd have no bloody clue what an MOT was...

In America, safety and emissions inspections are not nationwide... they're handled by each individual state... and some states, like mine, don't even require vehicle inspections of any kind to get them registered.

Of course, if you're running with busted lights or missing a muffler, a cop can still pull ya over and give you a fixit-ticket... back in high school, removing the catalytic converter was kinda popular to do amongst the auto-shop crowd...
