#1, They're like the kill markings you would paint on a plane after shooting down an enemy. Only in this case they're for marking a car you beat in a race. The stickers were part of a Mini ad campaign and intended as decoration for entertainment purposes.

The ad disclaimer reads:
"MINI comparative advertisement. Not authorized by any other manufacturer. MINI bogey stickers are for fun. Do not use bogey stickers to instigate other motorers at stoplights. Bogey sticker should not be sold on the black market. Any resemblance between a bogey sticker and a space ship is completely coincidental (In compliance with Space League Federations, Division on Intergalactic Copyright Law #GG35). Bogey stickers are odorless, and attempt to scrath and sniff bogey stickers will be fruitless."
