#7, I've seen cars hit by trucks high enough that it misses the wheel completely, but, with the tire sticking out beyond the body like that, the car could be pulled over for being in violation of the PA vehicle code, (tires cannot project out beyond the body on a normal passenger car) and if not, then he's definately going to flunk his next inspection.

#9, MN really doesn't have much for newer cars, so I guess this thing could still be on the road.
