My first thought when I saw that price was "not bad." Never mind that it probably has no running gear and seems to be missing a decent percentage of its trim.

From what I can see of the picture, the body itself doesn't appear to have a great deal of rust, the undercarriage might be a different story however. If it was running and the metal was all there I'd say it'd be an okay investment.

My ex-neighbor had a more-or-less-restored '69 Roadrunner with a 383, in green with a white interior and either a white or black vinyl top. He sold it for $9000 several years ago. And it was shiny and ran.

#5, Yeah, a few years ago you could actually get decent '68-'70 383 B-bodies for around $10,000, and really nice ones for a bit over $20,000. They've appreciated a bit though, by at least $10,000 across the board.

My rule of thumb, never pay 4 digits for something that won't at least start up when the key is turned

Likewise, I wouldn't pay 4 digits for something that starts up when the key is NOT turned. I got enough shit to worry about without having to deal with a haunted car.

#8, My parents almost bought a Regal GS once that wouldn't shut off when you turned the key off. Instead we bought one whose window motor broke on the way home from the dealer and it proceeded to become a lemon notorious for eating steering racks for the next three years until the warranty ran out. Knock on wood, it ran fine from then on.
