The Chevy hatch has Distrito Federal plates, placing it in Mexico City. About half the other cars have DF plates, too, but I couldn't place the home registration of the Tsuru until I did some research. Given that it wears the red and gold taxi livery mandated by the Mexican government in 2008, like the car next to the Neon, the Tsuru is probably a Mexico City taxicab. Now that I look at it closer, the plate number is the same as the taxi number.
Fun fact: the green Beetle taxis were painted that way to make people think they're more environmentally friendly, hence their nickname "taxis ecológicos" (ecological taxis).
