Well, it makes more sense than a Nissan Altima hybrid police car... and, this is a personal opinion, looks better.

#2, They probably do... if you notice, this is a hybrid, and was probably purchased as part of some "green initiative"...

...for every one hybrid squad car, the NYPD probably has ten gas guzzling CVs and Impalas.

Since my desk at work is next to a window that looks out at the neighboring Sheriff's Office precinct, I see the kinds of cars they use... mostly CVs and Impalas, but a couple Chargers and Explorers, too.

I'd imagine the NYPD doesn't have too many high-speed chases, so a car like this probably makes sense in a city full of gridlock 24/7. I rather doubt the New York State Police uses these for pursuit duty, though. :P
