#2, They could be white-line tires where the owner has been very careful not to rub/wear off the blue protective layer...

Apparently BF Goodrich still makes blueline tires and sells them through Coker, but they're only bias plies for 14x7 wheels, apparently intended for 1964-1966 Plymouth Barracuda Formula S models (which offered them from the factory).

The tires on this car are 225/70R14 radials which I imagine cost a pretty penny to have the blue line added.
The owner told me that three of these Hurst Grand Prix convertibles were built. One fell off the truck and was destroyed before it could be used for anything, and the other has gone missing, leaving just this one. Pretty amazing story.

It's unfortunate that the car doesn't have more original equipment in it, but the restoration turned out nice.
