They're probably stock. The 1980 and 1981 brochures both show color-keyed aluminum wheels like these as an option.

#5, Called the "N90 wheel," offered in 1980 and 1981 on the Z/28 in a 15x7 sizing, and available on all other Camaros as a 14". Later used on the 1986-1988 Monte SS. Apparently it was not nearly as popular as the five-spoke "Z/28 mag" that was used for the entirety of 2nd gen production.
