#1, I don't know what Wisconsin's vehicle laws are, but I know that here as long as the windows weren't too obscured and the lights/horn/wipers worked, he could drive it where ever he wanted.

From what I know of WI, they have no yearly safety check. Or didn't the last time I spoke with a guy from that state.

I'm just at a loss why you cannot have protruding hood ornaments in new cars but this is OK.

#4, I am not aware of hood ornaments being illegal or banned on new cars... they've just fallen out of favor with the car industry, or, at least, the idiotic market-testing focus-groups they utilize...
