#1, nah.. they buy clean "whips" from older people/car dealers.. slap some 26s+ and sell em for double what they paid on craigslist. More often than not, the rims are bought at Tires4Less which sells/deals possibly stolen wheels. Cheap prices, most have curb rash, and there's never a full set in stock.

It's now a Sprint store. It closed in mi 2014 IIRC.

Reminds me of the Peugeot mechanic that used to be around here, he closed a few years back and the garage was torn down and is now an AT&T store I think.
