#2, Technically, in a physical manner, yes, I believe this could be placed on a Freeway... would it not get immediately rear ended and torn to shreds? Well, that wasn't the question :P

Apparently "HMV Freeway" (High Mileage Vehicles) is the correct name and about 700 were made between 1979 and 1982.
