How do you make an addition to a mobile home, without incurring property tax on the building? Build the addition out of another mobile vehicle. Person probably pays vehicle registration fees every year for a "trailer" and "van"...

Likely has it wired - plumbed - framed - and insulated. Parked the van on the other side of the trailer - away from the road so it can't be seen by people from the city.
