My best bet is that it's a mimic, and has taken this form to lure in unsuspecting victims.

Get too close, and you die a horrible H.P. Lovecraftian death via inky, black, tentacles..... but what a way to go man!

That sounds like a story Stephen King would write, a monster that disguises itself as a police car, or broken-down car on the shoulder, and whoever pulls over for it, meets their maker. Darn, I SHOULD write that.....

The flat deck and lack of "Astro Ventilation" vents makes it a '76-'77 car. The chrome mirrors are '76 pieces (all '77s had color-keyed plastic mirrors), but the three-spoke steering wheel is a style introduced for '77, and the car lacks the '76 "Stingray" script over the side vents. Furthermore, while it appears to have some kind of badge there, it's also too small to be the 1977 "crossed flags" emblem.

In short, I think a relatively fresh amateur restoration may account for the lack of dirt.
