Cheap to get into F1? Er... well, considering the amount of cash needed to stay afloat... yeah, you could call it 'cheap'.
And GM is probably scared of the fate of Ford (er, Jaguar) team, that blew. And when it started not to blow, the funding was cut and the team sold.
