I'm guessing this was some insurance company/university joint venture to explore vehicle safety concepts that would never ever see the light of day, at least not for another 25 years because they couldn't even yet convince people to wear seatbelts?

I'd say the rear-end is more reminiscent of a '55 Ford sedan, rather than Thunderbird... but other than that, it looks quite Checker-ish... I mean, the Checker of the '70s when it got the big government-mandated bumpers and such...
