Claimed to be a 1964 Austin Mini Mark IV, which is impossible. Dealer says it has a lot of upgrades like 4-wheel discs, driver side airbag, 1430cc engine and more. So who knows what it is now.

I'm thinking it's more like a much later 1994 Mark VI model, especially if the 15k miles number is true. Airbag was introduced for '96 on the Mark VII Minis.

#1, Registered as an earlier model to get around the 25-year importation regulations. Pretty common on these Minis, especially since they look like '60s models to the untrained eye (and sometimes even the trained one).
