If it's a straight, rust-free shell, then this is ripe for rebuilding.

The selective stripping and lack of any real damage/rust on what remains leads me to wonder if this was a half-started project car or perhaps in the process of being converted into a track car when the project was abandoned for some reason.

Well it does have a cowl hood, and all the easily breakable parts are gone. How popular is dirt-track racing in your area?

#3, I don't know about Central Pennsyltucky, but the Philly suburbs that I'm familiar with had a handful of dirt tracks...
