#2, It's an alternative route that every driver has to take once in every race. When exactly he does it is up to him. In Poland it's called a Joker Lap. Not every rallycross track has it, for example Slomczyn track has it while Torun does not (both are Polish tracks).
#1, You could say this is something of a WRC Formula Libre, a lot of the cars are WRCs on steroids (unrestricted, bored out, plastic windows and body parts, etc.) others are dedicated rallycross machines (like the Fiesta here, Clio and Volvo from the video, Trollspeed Saabs, etc.).
