I'm guessing a '72, based on the bumpers. At first glance I thought that was the '73-'74 side stripe, but it doesn't quite match it, and I don't think it was ever offered in gold, either. I think this is just a custom paint scheme somewhat inspired by the '73-'74 stripe.

#1, Since the gold stripe is metallic and not a consistent tone, it looks like paint. And you've pointed out in the past how people use random parts from different years to make '72-74 'Cudas and Challengers look better, making year-to-year identification more difficult.
