Are you allowed to mount a front plate in such a way that the top/State portion is blocked?

I'm guessing this doesn't pass muster, but I'm also guessing that it sees so little road per year, the chances of them getting caught for it aren't very good.

I've seen California cars with the front plate literally trimmed so that only the number area is left.
This car does move, since in every picture I've seen of it on Flickr the car is parked in a different spot on the same street. I've been trying to find it for a year and only saw it for the first time yesterday.

All I can tell from pictures and research is that the facelift was done in either '67 or '68, those grates cover what would normally be the blinkers (and circa 1969+ US market cars tend to have an added side marker in a chrome surround just aft of that), and that Euro light conversions were popular back in the day and relatively easy to get. The plates look like early 1970s items, so it's possible the car was replated later. However, the color, if it is original, appears to be Brun Ecorce (Brown Bark), which would make it a 1969 model.

#9, Side marker lights were federally mandated for U.S. cars starting for the 1968 model year....that's why I believe this to be a Euro model, though I suppose it could be a 1967 U.S. spec car with a Euro headlight conversion.
