It's a regular issue Mass plate using the 1ABC 23 pattern the state adopted in 2011. Apparently only plates expiring in the month of October use it.

#8, It's nonstandard, that's for sure. I see a lot of states/plates and can sometimes tell over a radio what state a car is from before they even tell me based on that.

Like, PA is ABC - 1234 right now.... but I hear 1ABC345, that's almost assuredly California. and 123456 will be a Deleware or New Hampshire who don't' use letters, with a few like Illinois or Maryland going 1AB2345. 123ABC is probably Connecticut, ABC12D is probably a New Jersey, and for super-unconventional, Ontario is ABCD123..... explain that.

Lets see now:

Digits zero thru nine is 10 numerals - and A thru Z is 26 letters. Assuming we use zero and O - and 1 and I without confusing people - we have 36 characters to choose from for each available character slot.

If a jurisdiction has:

4 slots - that means 36^4 or 1,679,616 available permutations.
5 slots is 36^5 or 60,466,176
6 slots is 36^6 or 2,176,782,336
7 slots is 36^7 or 78,364,164,096
8 slots is 36^8 or 2,821,109,907,456.

Now if we add a physical space (a break in the sequence) that space could be counted as a character too - thereby giving us 37 characters.

4 slots is 37^4 or 1,874,161
5 slots is 37^5 or 69,343,957
6 slots is 37^6 or 2,565,726,409
7 slots is 37^7 or 94,931,877,133
8 slots is 37^8 or 3,512,479,453,921

Now you couldn't use a space character at the begining or the end of a licence plate as it could be confused with the actual begining of a plate - so to use some substitution (powers of 37 as X and powers of 36 as Y):

4 slots is Y*X*X*Y or 36*37*37*36 or 1,774,224
5 slots is Y*X*X*X*Y or 36*37*37*37*36 or 65,646,288
6 slots is Y*X*X*X*X*Y or 36*37*37*37*37*36 or 2,428,912,656
7 slots is Y*X*X*X*X*X*Y or 36*37*37*37*37*37*36 or 89,869,768,272
8 slots is Y*X*X*X*X*X*X*Y or 36*37*37*37*37*37*37*36 or 3,325,181,426,064

Therefore - if you live in a province or state who's licence plates have a maximum of 7 characters and can allow for spaces and a mixture of letters and numerals with or without consecutive ordering will grant a maximum of 89,869,768,272 available permutations; which is less than the number of people who have ever lived.

This number also includes restriced or reserved plate permutations as well as plates like 8008IES.

#10, I don't think states duplicate each other though.....

THat is, my plate (KKZ1993) is not used in any other state with a XXX1111 template so that only ONE instance of it is "live" in the system at any given moment so that you only need the numbers, not the state, to get a hit.

That cuts down on the number a bit, but still leaves so many possibilities that it doesn't really matter.

#11, Well 4 provinces here have the same format (ABC 123) - so I can only assume that the likelihood of states with the same kind plate format is quite probable.

Realistically - the best option for jurisdictions is to issue plates is to use a system with the most possible permutations; perhaps those in the 10's of billions. Although it's highly unlikely that even the most populous state or province would ever have 500 million registered plates in circulation - the 'live' plates argument would have to give way to the sheer volume registered plates; an indeterminate population threshold which I sure the Chinese and Indians have calculated.
