The car is a Model A replica made by Glassic. It is a pretty crappy replica in comparison to the Shay ones. Most likely this has been built on an International Harvester chassis with a 6 cyl.

I would have to guess this is on a Volkswagen chassis...judging from the size of the wheels. Also, it has Beetle front indicators on the fenders, and Beetle taillights.
