My Detroit Auto Show pics are back. Our scanner hasn't worked in months... this is a digital photo OF a photo... I'll be trying to find someone's scanner to use, because this isn't the most efficient way.

And by the way... what's the best way in Photoshop to make the file size smaller without having to make the pic too small?

#1, If you're saving as .JPG, the save dialog should include some options for file format. Among these, you can set the compression level. You will lose a little bit of detail, but you can trade that for image size. That's why most of the stuff I put up here is reasonably large, but still fits under the filesize cap.
