I guess this is the story behind it:
It was the owner's ex-wifes car. She loved it, when they were divorced, she really hit him hard. A few years earlier he had actually won 4 mil in the NY Lotto. So she got a lot of what wasn't hers and yadda yadda. You know the divorse deal. So before she could get her car, to spite her, he jacked it up like that. He didn't really do it to be "cool" or to mod it up. It was more of a "Hey, you wanna mess with me I'll mess with you" type thing.
As for the work that went into it, there wasn't as much as you all may think. most of it he had laying around his shop.
