Is this supposed to look like one of the squad cars from the Dukes of Hazzard? I went to a car show once where a guy had two authentic Dukes of Hazzard cars, a General Lee, of course, that was used in the show, and ALSO a Hazzard County police car used in the show, with all the castmembers' signatures on the glove compartment door.

His police car in that movie was awesome though, with the high-performance engine and flame-shooting exhaust, and all the other neat gadgets.

And yes, it's indeed a very bad movie, but Candy's performance was actually quite good. His character really conducts himself as a confident, cool, collected, by-the-book cop. His interactions during traffic stops in the film are actually how you would WANT a cop to conduct themselves.
