Probably in the middle of sanding it down before priming...just..not being shy about it :P

When the flawless factory paint just isn't good enough sand half it off and leave it be until you're lazy ass picks up some spray paint? Looks great...

It's looks like intermediate stages of accident repair. My BiL's driver's car looks something like that from hitting a guardrail (he's a great guy, but can't drive for shit). This guy's sure taking his time, though.

Now 2nd gen Eclipses...those I haven't seen for a long time. And they used to be everywhere.
