#1, They're the same rims, but the spinner parts were either removed or stolen.

or did the guy scrape the side molding off and fuck up one of his spinners and he just took em all off just to not look bad

#3, I don't know. I went by it one day and the side was screwed up like that and all the spinners were gone. I've been seeing a lot of cars lately with the spinners removed.

#4, they get dirty or a pebble or something gets stuck in the path and all of a sudden your spinners dont spin
