#3, Actually - I learned of the song from a SF-area band that has been sampling - using found sound - and obscure recordings since 1979. They used that song occasional in their some of their shows they've had in their 37-year running - 3 hour sound collage radio program.
This song was part of 100+ series entitled "How Radio was done" - detailing the best of radio broadcast from inception up until 1990 (as the show creator doesn't think radio after 1990 is worth a shit). Bob Chances' Van Man song was featured during the 1980's.

Their albums aren't for everyone - and their approach to art and technology mirrors that brief period of time of the 70's when people actually built their own computers - hand traced their own circuits - owned a ham radio - owned ham radio jamming equipment - and recorded everything on reel tape.
