It's a then-unfinished art car called the "One Eyed Wonder". http://www.artcaragency.com/gallery...by-tom-kennedy/ Guy who built it died in 2009 so this picture is very old.

The more I look at the door, and its trim line, and shape of the gasflap, I'm even more confident now that it's a 2nd-gen Ranger.
