Bullet velocity will vary quite widely, even in the same caliber, depending on load, bullet weight, barrel length, etc. 1138fps is a bit on the low side for .22LR.
I doubt a .22 bullet would travel a mile -- it definitely wouldn't kill anything at a mile. Of course, .22s would have a hard time killing things at any range; they're usually used for plinking and target shooting, not hunting or self-defense.
