Just to give you an idea how rare this is, pic was taken in San Francisco and according to the photographer, it's rare even there, site said it was a '67.

#2, I'm surprised I didn't identify it as such, seeing as how I'm in SF 4 days a week. But yeah, I'd imagine it's mostly surface rust like you said. We have some salty air from SF's proximity to the coast but they don't salt the roads and it doesn't snow.
