#14, It depends, really, on whether you know how to use all the features (and if you actually need them). Adobe Photoshop has tons of features, and it's quite powerful, but it's also rather difficult to use and very expensive. PSP is cheap, and doesn't have quite as many features, but can still do good work if you really know what you're doing. The GiMP, an open-source image editor, is also quite good, but it's rather hard to use. |

#17, Yes, but expect a steep learning curve if you want good results (especially if you have never used Photoshop before). Search online for some tutorials or get a good book. |
