#4, They're kinda a tribute to what were called "Dogdish" hubcaps... where police cars were outfitted with black heavy-duty "steelies", but had a chrome cap over the hub of the wheel.

I personally love 'em.

#9, Mag-style wheels were too expensive/flashy, and full-sized wheelcovers would fly off too easily.

Dog dishes were cheaper than either, also, and were frequently seen on stripped-down sedans...which is generally what cop cars are based on.

#12, You generally wouldn't want the lugs exposed on a steel wheel, at least not back then. Although I'm sure they coat them with rustproof material now, back then dirt and rust getting in or around the lug just made it harder to change wheels.
