#5, So, is there any practical reason to use them? If I remember right (from 80s movies) those hubcaps were drilled... for brake cooling? |

#9, Mag-style wheels were too expensive/flashy, and full-sized wheelcovers would fly off too easily.
Dog dishes were cheaper than either, also, and were frequently seen on stripped-down sedans...which is generally what cop cars are based on. |

#12, You generally wouldn't want the lugs exposed on a steel wheel, at least not back then. Although I'm sure they coat them with rustproof material now, back then dirt and rust getting in or around the lug just made it harder to change wheels. |
