I read about these in a magazine, supposed to combine the "best elements" of the 57-59 Chevies
Would've worked better with the similar tri-fives (55-57)

Yeah, it's a conversion kit. There was one identical to the one pictured at Barret-Jackson this year. I never saw it on the block, but the Speed camera kept panning past it while on display.
