#7, Paint Shop Pro is cheaper [/shameless plug]

Also, the GIMP (GNU Image Manipulation Project) is free, but it's sometimes difficult to use and it can be hard to find a distribution for Windows.

#18, Mainly because using a raster draw/paint program like Paint Shop or Photoshop is really not the ideal way to handle this kind of stuff. I bet if I was using a vector-art program, like Illustrator, I could tear through these pretty fast. :)

#17, If you can think of something cool then give it a try. Maybe some simple, generic cityscape in the background or a stripe or something on a light/dark gray. I actually have something sort of in mind by the site (deviantart.com) is down for maintenance right now so I can't post a link. Cell shade everything and make people think some crazy cell-shaded ferrari game is coming out. Will you be sending the layered copy too? That way I can mess around with it myself a bit.
