#2705, In theory, it's not legal for on-road use, but in states that don't have mandatory emissions testing (Florida, for example), who'd ever know? It seems to be a popular idea, especially with people who have turbocharged cars; I imagine the elimination of all exhaust backpressure probably does good things for the volume of exhaust that flows through the impeller section (which, of course, determines how fast it can spool up).

#2706, And there you have it. In states that don't have testing, some people do some pretty odd stuff to the intake and exhaust which the EPA probably doesn't think too highly of. I've entertained the idea of doing a cat delete and putting some simulators in (many of today's cars have extra O2 sensors after the cat, which serve no purpose other than to report that the cat still works), but I'm just too cheap right now :-)

ed: And that would probably be fairly useless unless I did some other things to increase exhaust flow, anyway.

#2710, I've heard stories of people with carbureted cars who drive 'em around for a while, then lean set the mix really lean so they aren't burning much gas while they're on the sniffer. I'm sure there are other things you can do, like put in a test pipe so you can swap it out for a cat on emissions days, or get a setup where the cat is really far back, and put some cutouts on.

Of course, every true car enthusiast knows the best way to reduce emissions is wide-open throttle. :)
That's why you don't see massive clouds of smog hovering over every race track in the world.

#2712, yeah, also you can retard the timing so much that the car barely runs, run on alcohol, or if the state just looks to see if you have them, you can gut them or just weld on shells
