NASCAR rules dictate that a road course race CAN run in a light rain, but with a few modifications...
They would run tires similar to those in the pic in this thread. Also, teams attach a single windshield wiper as seen in this pic, and the cars are fitted with temporary brake lights.
But, again, this would only be at a road course, if there were a light rain. (i.e. @ Watkins Glen or Sears Point/Infineon)

But they haven't face a light rain situation at either race event...

NASCAR raced a few exhibition races in Japan in the mid-'90s, at Suzuka and Twin Ring Motegi.

#6, Actually, I got to thinking about it and I'm pretty sure it was Tim Wilson. Not positive, but I think that's who it is. There's two versions of the song though so I might be thinking of the wrong one.

Well, for anyone who caught the Nationwide Series race in Montreal today, it was truly a momentous occasion... a Nascar race in North America run in the rain. Wheee... after 49 laps, they called the race as "complete", because otherwise they would have had to have the guys racing in boats.
