#9, No body needs roof scoops, excepting exotic sports cars or racecars that have problems taking 200 mph hairpins when the brakes heat up :D

#13, Or "oberluft". Basically, a hole cut in the roof, ends with two vents that can be adjusted by the crew. Used only on group A cars (group N uses stock interior ventilation).

This is not rice. It is Saturn's Ion Rally car. EVERYTHING functions on the car, even the roof scoop because it is used as air condition since the origional one was stripped out for weight reduction. And even IF it was aftermarket, it doesn't look bad, at least comparing to some of the other REAL ricers.
